Abstract

At present, China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development, and it is in a critical period of transforming its model of development, optimizing its economic structure, and transforming its momentum of growth. China’s resource-based cities account for 20% of the total number of cities in the country. Most of these cities have emerged as a result of resource development and utilization. As a key constraint in the current model of the growth and development of resource-based cities, high-quality development requires resource-based cities to be clear about the positioning of cities and clarify the choice of innovative transformation paths. This paper defines the innovative transformation ideas and paths of resource-based cities in the period of their growth, resource-based cities in their mature period, resource-based cities in the period of their decline, and resource-based cities in the period of their regeneration, and seeks for the direction of policies for innovative models of development of those cities.
