Abstract

This chapter examines how one can define ‘deprivation of liberty’ and places of detention within the context of OPCAT. It looks at the range of places which the Subcommittee on Prevention of Torture and national preventive mechanisms could visit and the implications this has for them. It also identifies a number of core issues which need further exploration such as the expertise required on visits and the standards used.
