Abstract

A cumulative message of modern police research is clear and compelling. The traditional police institution and the traditional structure for using resources on the street are failing, and policy and administrative arrangements for managing field services require comprehensive restructuring. Police research has raised discomforting questions about traditional practices. It has indicated opportunities for upgrading the professional model. Beyond this, the research suggests the need for the new form of police agency that can marshal extradepartmental resources jointly to plan and to achieve order enhancement.
