Abstract

This article presents an analytical approach to the development of new reforms by the Saudi Board of Grievances from the creation of the current Saudi State to the present day. The article is divided into four sections, each reflecting one stage: (1) judicial review before the Board of Grievances was established in 1954; (2,3,4) the Board of Grievances’ status between 1954 and 1982, between 1982 and 2007, and according to its 2007 Statute. The article concludes that during each stage the Board of Grievances has had distinctive features. Also, it is clear that the Board of Grievances 2007 Statute has introduced essential reforms related to the Board’s judicial jurisdiction; its structure and hierarchy; the administration of its courts system and Judges; and in the way of dealing with positive and negative conflicts of jurisdiction.
