Abstract
Abstract In 1969, the San Francisco Bay Plan received an AIP Award of Merit in recognition of its methodology and relevancy. It also won sufficient politica1 support to secure the establishment of a permanent commission to carry out the plan.Extensive participation of the public and decisionmakers was employed to develop needed support. Capitalizing on its interim power to control filling and dredging while the plan was being prepared, the San Francisco Bay Conservation and Development Commission openly developed its plan as a series of policy decisions establishing a legal and technical frame of reference for use of the fill control power. Policy issues in the plan are clear-cut and relevant, and a tight management system was used to orchestrate the participation of many consultants and a large number of decisionmakers and interest groups. The process is being continued in modified form as the Commission begins implementation of the plan.
