Abstract

The presidential program "Russia's Children," which was established by Presidential Edict No. 1696 on 18 August 1994, incorporates a number of federal target programs—"Handicapped Children," "Orphaned Children," "Children of the North," "Children of Chernobyl," "Family Planning," "Development of the Baby-food Industry," "Gifted Children," "The Organization of Children's Summer Vacation," "Children of Families of Refugees and Forced Resettlers," and "Safe Motherhood." The Ministry of Education is the state client for two of the programs, "Gifted Children" and "Orphaned Children."
