Abstract
ABSTRACT The article considers the history of how urban settlements were formed in the Russian Arctic from the fourteenth to twenty-first centuries, as well as the number and composition of the population from 1939 to 2017. All urban settlements are divided into three groups according to their distribution and function. The article proposes a periodization of the development of the Russian Arctic, which is based on the dynamics of the population and the number of urban settlements created during a given period of time. The dynamics of the number and the structure of the population are analyzed, and two periods are distinguished: population growth before 1989 and population decline in subsequent years. The article considers the decline of the Artic population over the past ten years, and its growth in two autonomous districts and in four Arctic cities.
