Lake, G. Abstract The theory of tidal torques predicts a variation in the degree of rotational flattening with mass. It is shown that the effect of dissipation enhances this trend. This model and the extrapolation of observational results predicts that low-luminosity ellipticals should be rotationally flattened. If the hypothesis is adopted that the difference between the rotational properties of ellipticals and the bulges of spiral galaxies is that of self-gravitating collapse versus collapse through a halo, then the inferred collapse factor is approximately 10.
