Abstract

The Roma in Hungary, by Istvan Szikinger, Staff Attorney at the Institute for Constitutional and Legislative Policy in Budapest, focuses on relations between the police and the minority Roma community. He identifies four key problems that reinforce oppressive and discriminatory policing of the Roma: a failure to replace police leadership since the collapse of the communist regime; legislation (the 1994 Police Act) that perpetuates impunity; the highly centralized structure of the police force; and new laws that disproportionately effect the Roma. Szikinger describes the ways in which existing institutions, such as parliament, the prosecution service, and the courts, seek to prevent illegal practices and ensure accountability, and calls for research and reform in the areas of hiring and training procedures.
