Abstract
Coexistence of structurally different modernities with various historical backgrounds and systemic/structural organizations leads to the coexistence of different traditional and new actors within the same spatial-temporal continuum of international relations, with macroregions and nation-states differentiating in accordance with structural principles of their organization. The type of political access in particular nation-states and the combination of different types of political access in macroregions of different structural organizations and historical phase, ultimately determine a development strategy, the tone and priorities of foreign policy of states which still have powerful infl uence on further evolution of world politics space. Identifying such interrelations helps to analyze the impact of the type of social and political access within states, coalitions of states and global regions on the evolution and features of world politics space as well as to employ social engineering of national and global space to maximize benefi ts in the process of social development. Theoretical and empirical conceptualization of interdependence between external and internal processes, including political component, makes it possible to develop applied theories of competitive regional and national development patterns based on higher cooperative trends in national strategies for modernization and development while defending adequately national interests.

Несмотря на наличие в целом более или менее общего интеллектуального осмысления мира и его исторической эволюции, единой мировой политики и единой мировой системы, в ее современном сегодняшнем понимании, до XIX в. все же не существовало, а сосуществовали несколько несвязанных, но частично перекрещивающихся иерархизированных региональноцивилизационных мир-систем (протоевропейская, исламская, китайская), из которых наиболее универсальной и наиболее открытой была европейская система, которая в силу своего универсализма и открытости для других государств оказалась наиболее привлекательной для всех участников международной жизни. После Второй мировой войны, модернизирующаяся на этапе деколонизации Азия должна была выбирать одну из двух версий распространившейся на весь мир европейской модели модернизации и развития – авторитарно-плановую модель, основанную на идеологии циклического чередования: мобилизация – стабилизация / застой – системный кризис / политическое «подмораживание» – «политическая оттепель», или демократическую рыночную, основанную на самоорганизации и экономической и политической конкуренции, а в дальнейшем и на системе открытого социально-политического доступа. Аппадурай)[1], воплощенных в макрорегионах и национальных государствах с социально-политической, социальноэкономической и социально-культурной организацией разного структурного типа, а также и других, в том числе и новых акторов международных отношений и мировой политики. Вычленение взаимосвязей такого рода дает возможность анализировать влияние типа социально-политического доступа в государствах, коалициях государств и глобальных регионах мира на процессы формирования и характер пространства мировой политики и заниматься социальной инженерией форматирования национального и мирового пространства с целью максимизации преимуществ для поступательного национального развития.
