Abstract
The article is dedicated to the role of the knowledge-producing sector for the development of innovation economy in Finland. History and structure of the Finnish innovation system, as well as main characters of knowledge-producing sector as a part of the system are in the center of investigation. The author comes to the conclusion that it was the social state model in Finland that made it possible to create the knowledge-producing sector able either to keep a high quality of education of all levels or to maintain a culture of networking diffusion of knowledge and innovation.

Summary
Статья посвящена роли сектора образования в развитии инновационной экономики на примере Финляндии. Подробно рассматривается история развития и структура инновационной системы Финляндии, а также особенности сектора знаний как части данной системы. Инновационной системы и роль в ней сектора как информационное благо, в принципе может производства знаний и конкретно системы обпотребляться одновременно и параллельно не- разования на примере Финляндии. Новое знание может быть как результатом ляют IDC Information Society Index, который отработы сектора производства знаний (системы ражает применение новых информационных образования и сектора НИОКР), так и побочным технологий в обществе. На сегодняшний день доля расходов на аналогично процессам, имевшим место в других НИОКР остается стабильной. Хотя в конечном итоге двигателем развития сектора информационных технологий в Финляндии выступает рынок, эксперты отмечают высокую роль государства в создании условий, стимулировавших финский бизнес проявить интерес к этому сектору[4].
