Abstract

Since I August 1991 it has been illegal for anybody to carry out in vitro fertilisation (IVF), or donor insemination, or to store gametes or embryos, or to carry out research on human embryos without having a licence from the Human Fertilisation and Embryology Authority (HFEA). This article briefly examines the ethical background to this new regulatory system, and considers the role, functions and objectives of the HFEA.
