Abstract

The German Red Cross participates in the State order in different ways. This participation is based on the principle of subsidiarity through which it perceives objects of public interests. As part of its participation in the State order, the German Red Cross coordinates civil protection and emergency services in cooperation with public authorities. The German Red Cross is also responsible for the sectional task of managing the Federal Republic of Germany’s blood bank supply. This well-functioning partnership between the German State and the German Red Cross, concerning the emergency blood transfusion services, should not be seen as a limitation on State responsibility. Instead it has logically resulted from the naturally developed plurality of operations managing public interest objects in Germany, and rests upon a solid legal framework.
