The Role of Scientific and Educational Platform in Formation of the Innovative Economy of Kyrgyzstan: Foreign Experience, Realities, and Prospects

Abstract

The article is devoted to issues of disclosure of the role of scientific and educational platforms in realization of prospects for building innovative economy in the territory of the Kyrgyz Republic, where the realities and prospects for a new stage of development of the country in the context of globalization. In this work an attempt is made to highlight the opinions of domestic and foreign scientists on the innovative way of market development of relations, and on the need to build an innovative economy. Foreign experience of Finland in construction of innovative economy, their problems, features, key factors and stages of development are studied in detail. By the method of observation and theoretical research, the role and importance of the scientific and educational platform in the formation of a new innovative model of economic development were reliably determined. Article analyzes the role of government regulation in the issues of a revival of production and economic activity, in support of business activity through activation of innovation in the country and a change in the financing of R & D. This article examines the role of a regional university, its development model in the provision of innovative educational services based on the formation of an innovative production infrastructure, taking into account regional characteristics; expanding and exploring sources of funding and governance mechanisms for the development of the university; contribution to the development of business by creating joint ventures with an educational institution, companies in the implementation of research projects. In conclusion, suggestions and recommendations are given, relevant conclusions are drawn on the issues under consideration.
