Abstract

As was mentioned at the February 1988 Plenum of the CPSU Central Committee, improving the education and culture of the people is a prime concern of the Soviet government [14]. In the seventy-year history of the development of the socialist way of life, significant changes have taken place in the value consciousness of the peoples of the North.
