Abstract

AbstractIn the last 50 years, consensus had shifted to the position that planning is necessarily an ethical, value‐laden activity. However, despite the insistence among those who advocate for value‐laden planning, there is little as to how these values should be selected or their role in collaboration and decision‐making. This article explores a potential solution to the role of moral values using the capability approach developed by Amartya Sen. We draw on empirical examples from planning practice in three Hungarian cities, looking at the role played by values in professional planners' judgements at different stages of the planning process.
