Since a shift in regional policy away from manufacturing to aiding services is being advocated, this paper re-examines the role of manufacturing in regional growth from both an empirical and theoretical viewpoint. First of all, it discusses the importance of manufacturing's share of output, concluding that in output terms, and prior to 1979, manufacturing has not been displaced by services in shares of total output. Secondly, the paper focuses on the theoretical importance of manufacturing to the growth of regional output, showing that for most theories (demand-side, growth-pole, cumulative causation) manufacturing is the natural base for growth potential.
