Abstract

National Institute of Aeronautics and Space (LAPAN) is a research and development institution in Indonesia that has the vision to drive national development sectors based on aeronautics and space science and technology. To realize this vision, LAPAN requires a strategic role in Information Technology (IT). There have been several awards about LAPAN's efforts in maximizing the role of IT, such as the award from IT Works Magazine “TOP IT on One Data LAPAN Services 2018” and “TOP Digital Transformations Readiness 2018”. This study uses qualitative methods to identify changes in the role of IT, management of pressures resulting from changes in the role of IT, and IT leadership in LAPAN. Data collection was carried out through interviews with the Information Systems Coordinator and Functional Officials of the Center for Aeronautics and Space Information and Communication Technology, and conducting document and literature studies. The result of this research is a shift in the role of IT in LAPAN from the support quadrant to the factory, then to turnaround, and towards strategic. An ICT committee was also formed, which can decide strategic decisions related to IT at LAPAN. Finally, there is an IT leadership strategy that is robust, collaborative, and innovative.
