Abstract

The purpose of this study is to suggest the roles of civil society in the gender budgeting system of local governments. Civil society including women’s organizations had played key role at the introduction stage of gender budgeting system in central government. Civil society has, however, influenced little at the settling stage of gender budgeting system. The role of civil society may be more necessary in local governments because local governments are more friendly to local people.<BR> The roles of civil society that this study suggested are as follows: Firstly, women’s organizations should continue developing strategic partnerships with other civil organizations, academic professionals, and local councils in the gender budgeting system. Secondly, civil society in local area should use various systems that are related to gender budgeting system, such as participatory budgeting system and performance management system, etc. Thirdly, civil society should enhance the self capabilities to analyze the gender budgets and to propose the alternatives for the development of gender budgeting system.
