In order to improve the development speed and economic benefits of the marine economy, this paper analyzes the promotion mechanism of industrial and commercial management on marine economic development. A promotion model is built by selecting relevant indicators of business administration and marine economy. Under this model, the economic development level and business management level of ocean are evaluated respectively, and the general law of ocean economic development is obtained. By adjusting the level of business administration, we can get the relationship between business administration and the marine economic development, and figure out the promotion mechanism within. In this paper, relevant measures are proposed and applied to the actual management of marine economic development. It is found that under the influence of this strategy, the economic benefits have increased by about 44.3%, and the speed of marine economic development has accelerated significantly.
