Abstract
The author presents the series of historical articles. The author refers to many sources to prove that the before-Revolution Bolsheviks’ propaganda was carried out via legal and illegal party libraries that served the strongholds for Bolsheviks. The author reviews Communist party and library scientific literature on the issue for the 100-year period. The first article is to demonstrate historical and theoretical significance of the reviewed issues. During the first Soviet years they were investigated by the prominent Communist party and Soviet political figures outstanding, attempted to characterize Lenin’s attitude towards library services.

The author reviews Communist party and library scientific literature on the issue for the 100-year period. The dogmatic perception of Lenin's ideas throughout the Soviet period of our history in the late 1980-s was replaced by one-sided denial It seems that the time has come to understand this issue academically. In another textbook – "General Librarianship", one paragraph is devoted to this issue, and the works by Lenin and Krupskaya are positively presented as a scientific program for the development of library science in Russia. Прошедшие со времени возникновения советского библиотечного дела как исторической реальности, – хороший повод для того, чтобы объективно рассмотреть труды основоположника Советского государства и стоявшей во главе него Коммунистической партии, переосмыслить взгляды В. Что настала пора разобраться в этом вопросе академично, без свойственной 1990-м гг. митинговости, поскольку он перестал быть животрепещущим и отошёл в область исторической ретроспективы
