The role and the importance of expert communities in the process of decisions making: comparative analysis of national and international experience

Abstract

In the Present article was provide a comparative analysis with using the method of expert assessments in the process of making management decisions, based on national and international experience. Considered theoretical and practical approaches to the establishment of an expert community in modern conditions, the main difficulties of using the method of expert assessments in organizing the analysis of the problem and processing the results were shown. The example of European countries, the experience of attracting experts has been studied for making management decisions in various regulatory processes, as well as the mechanism of experts’ interaction both with the subject of assessment and with government decision-making structures have been studied. The authors revealed that there are no legislative procedures for attracting experts in the legal framework of the Russian Federation. In establishing evaluation systems and expert communities, national authorities are forced to use local acts and documents, which could not give a reason to consider expert opinion as the issues solution. Particular attention in the article on the process of experts’ selection and the formation of the expert community as the main element of the process of formation and decisions selection. Since, the experts’ estimates requires an analysis of their objectivity and reliability, the qualification of experts should guarantee that these assessments are reliable. In addition, the insufficient competence of experts, the error is possible because of experts’ interest in the assessment results, and may distort the final results.
