Abstract

As already indicated, a high turnout in the European elections was deemed imperative. How ‘high’ this turnout was supposed to be was never determined However, for purposes of analysis, it is not unreasonable to compare turnout in the direct elections with that in national or local elections in the Nine. This was the yardstick by which turnout, electoral behaviour and the results were evaluated by the participants.
