Abstract

A quick flick through this year's Congress Agenda reveals one departure from the norm right away. Only one of the 54 items chosen for inclusion is a matter for discussion and the rest are resolutions. This shift in emphasis is likely to be highly popular with representatives; however worthy the topic, matters for discussion have often proved frustratingly inconclusive in past years.
