Abstract

China launched a new power system reform in 2015, and related documents issued with reform have brought the impact on power distribution and retail market. Mixed ownership and private capital has introduced in power distribution and retail market with grid enterprise remains. Market power of electricity retailers in distribution and retail market is researched and risk of retailers is analyzed in the research. Firstly, business categories of electricity retailers in China distribution and retail market is researched that based on domestic and foreign electricity market structures. And then the welfare effect of stakeholders in distribution and retail market is analyzed via the business model of stakeholders in distribution and retail market. Finally, risk of each retailer is analyzed via analytic hierarchy process (AHP) that base on the theory of fuzzy. The case study shows that the competitive mainly existed between weaker market power retailers and retailers with weaker market power faced more risks.
