Abstract

The Emergency plan, as the starting point of emergency management, is a kind of pre-crisis event planning to deal with a variety of emergencies. It depicts the crisis we have to solve, the situations may occur, and appropriate measures we can adopt. So it is an important basis for the emergency decision-making and the core of emergency response. This article refers to the experiences of the digital system for emergency plans and combines with the digital practice of emergency plans. With the analysis of 3,000 documents of emergency plans we collected, the directory structure of the emergency plans has been exacted, the structural model of emergency plans has been built. By using the ontology construction and based on this model, the text plans can be regulated and so that it can be converted to the digital plans. More over, the emergency plans without construction can be converted to the xml documents of semi-structured emergency plans.
