Summary
One of the goals of the Indonesian state is to advance public welfare. To realize these objectives the natural resources should be controlled by the state as a public organization to improve the welfare of the people who called the right of state’s control. Even though land rights are a basic right to be able to access food, housing, and development This condition occurs because there is sectoral management of natural resources, so there is cohesiveness in its management which results in the potential exploitation of natural resources and injustice for people whose lives depend on natural resources (Muhammad Ilham Arisaputra, 2016: 84), overlapping laws and regulations. The control of resources in the community is getting lame and the potential increase in poverty more open Under such conditions, changes are needed in the making and law enforcement in the field of natural resources. For this reason, the author will analyze the relevance of using Ronald Dworkin’s theory to create agrarian justice in Indonesia.
