Abstract

Innovation related policy covers a wide set of issues, such as science and technology policy, industrial and economic policy. Chinese Innovation policy has been initiated in late 1978 to better use of both domestic and overseas science and technology for commercial purpose. This paper collects S&T policies, economic policies and other related innovation policies on promoting high-tech trades by developing S&T from 1999 to 2007 in China to conduct a historical dimension of research on Chinese innovation policy. Among them, almost 118 S&T and economic policies, most related with innovation, are selected classified. Then, this paper will analyze the evolution of Chinese innovation policies since the reforming and opening-up of China in 1978. The paper mainly concludes one policy-cluster, which contains policies of promoting high-tech trades by development of S&T, in order to analysis the relationship and mutual impact of different types of innovation policies and also the collaboration of different departments. It is found that there are four kinds of relationships: complementary, overlapping, missing and conflicting. And the impact of different kinds of relationships are measured and compared.
