Abstract

In a classic article Wright suggests intergovernmental relations (IGR) have gone through five distinct phases. Aron applied Wright's conceptual matrix to electric energy relations in the early 1970s and found them in the pre-1937 conflict phase. This article reexamines these relations after passage of the 1978 Public Utility Regulatory Policies Act (PURPA) and the energy crisis of the late 1970s. Although some IGR conflict occurred after PURPA expanded federal electric energy authority, there is considerable evidence that the perceived seriousness of the nation's energy problem encouraged greater IGR cooperation. Accordingly, this article suggests that IGR electric energy relations in the early 1980s demonstrate patterns of what Wright calls conflict and cooperation. In addition, this article suggests there are similarities beteen IGR electric energy relations in the 1980s, and IGR energy relations in the 1930s. 42 references.
