Abstract

HE early seventies were an important period for Quebec in the area of health and social services. The sociopolitical context led to the beginning of important reform in this area, which was labeled "community health" to make it clear that health-focused change was going to XA e s take place. After ten years of experience with this reform, it seems appropriate to ask ourselves the following questions: 1) Has there really been a health-focused change in Quebec? 2) Did this change lead to the formulation and implementation of policies stemming more from health objectives than medical care objectives? 3) To what extent can the importance given to medical care policies over health policies have consequences for the organization and management of the medical care system? 4) What measures can we propose in order to advance a real health policy which would bring together the various actors in the health care sector? These are the questions addressed in this article. We do not pretend to have definitive answers to all these questions, but we do hope to initiate thinking which will be useful to all concerned.
