Abstract

Volatility in foreign exchange markets reflects uncertainty about economic and financial conditions. Higher volatility increases risk in international trade and financial transactions and raises the cost of hedging that risk. Since 2003, the volatilities of exchange rates have been converging. Why is a puzzle.
