Abstract

In the wake of poor performance in the Spanish-American War, the United States created the basis for a modern military intelligence organization. This included communications intelligence (COMINT). The first major use of the nascent COMINT capability was along the Mexican Border during the Mexican Revolution. When General John Pershing commanded a punitive expedition to chase down Pancho Villa, he took COMINT facilities with him.
