Abstract

The Convention on Offences and Certain Other Acts Committed on Board Aircraftwas established to deal with the legalities of unruly passengers. Due to the modernization of the aviation industry and the increasing number of offences, the original Convention needed to be updated. This paper addresses the rationale behind the need to amend the Convention, the views from those States and entities represented at the 2014 International Conference on Air Law in Montreal, the amendments that made it into the Protocol, and the question of whether the amendments went far enough.
