Abstract
Every country that has military systems such as aircraft, radar, warship or tank has to meet the operational needs of those military systems in order to keep them ready for military operations. Logistics support needs are defined basically either before or after procurement. If they are defined before procurement, they are called qinitial support requirementq, otherwise called qsustainment support requirementq. Due to the fact that new system will be added into the Turkish military inventory, it is focused on the initial support requirement phase. In addition to that, it is focused on repairable items since most of the material acquisition cost within the initial support budget is allocated to repairable items. In this study, within the scope of initial support requirements,the method that produces much better results in terms of quantity and cost perspective than the ones used in Turkey and USA is established and demonstrated by using real data set of F-16.

Malzeme yönetimi kavramına yönelik sivil veya askeri havacılık sektöründe uluslararası düzeyde iki standart mevcut olup, bunlar sivil havayolları tarafından kullanılan (ATA SPEC2000, 2002) standardı ile anılan bu standardın askeri teçhizatlara özgü hale getirildiği (AECMA SPEC2000M, 2000) standardıdır. İdame işletme dönemine ilişkin olarak ABD’de kullanılan tamirlik malzeme stok modelleri talebin bağımlı veya bağımsız olması, sabit veya dinamik olması, tek veya çok kademeli stok sisteminin olması, tek veya çok malzemenin model içinde bulunması esas alınarak gruplanmıştır (Anderson, 2009). Daniel ve Srivastava ile Anderson’un çalışmalarından hareketle, ABD Hava Kuvvetlerinde tamirlik malzemelerin idame işletmesi kapsamında hali hazırda “sistem esaslı” (METRIC) (Sherbrooke, 1968) modeli, METRIC modelinin gelişmiş hali olan Vari-METRIC Modeli (Sherbrooke, 1986), DynamicMETRIC (Hillstad, 1982), ASM (Aircraft Sustainability Model) (Slay v.d., 1996) gibi modellerin kullanıldığı değerlendirilmektedir. Herhangi bir silah sistemi için yedek malzemeler genelde iki çeşit olup, bu malzemeler tamirlik ve sarf malzeme olarak gruplandırılmaktadır. Sarf ve tamirlik malzemelerin uçak üzerindeki kullanımlarını, talep miktarlarını ve maliyetlerini daha iyi anlayabilmek için hali hazırda F-16’da kullanılan yaklaşık 21.000 kalem malzeme örnek olarak incelenmiş ve aşağıdaki Tablo 3’te sunulmuştur
