Abstract
Choice making is a functional requirement of a democratic society, presently thwarted by inadequate understanding of cultural requirements and the social structure. Extra-community-based organizations, the vertical dimension in the community's social structure, vie with the horizontally-oriented organizations integrating the community. Conflict makes visible the social structure, and existing information becomes useful to citizens in decision-making. The development of common understanding is aided by greater visibility of the community's social structure. Increased awareness of the conditions affecting social life in a complex urban environment is posited here as a function of conflict.
