Abstract

Introduction. The article is devoted to the problems of implementation of the state’s entrepreneurial function for diversifying the economy within the framework of global institutional changes during late Middle Ages and early New Age. Particular emphasis is made on economic aspects of transformation of the of non-ferrous metallurgy from small dispersed craft to a centralized industry. The purpose of the article is to determine the behavior of the Russian state and society under the conditions of exchange and production during late XV – early XVIII. Materials and Methods. The research was based on interdisciplinary approach that allows to perform an all-round analysis of the topical area of the research. Specific problems were solved using a set of complimentary methods of historical analysis (retrospective, comparative historical, cross-checking of historical sources) that allowed to create a basis for research. Approximation of existing data into a prognostic function was done with the help of economic theoretical and methodological abstraction (functional analysis method, modeling, positive and normative analysis). Results. The article analyzes the peculiarities of data collection measures on the subject of ore-bearing deposits of non-ferrous metals in the Pechersk region. Implementation of the entrepreneurial function in terms of mining and copper production management on an industrial scale. The reasons for failures in this sphere and the search for alternative solutions for satisfying the public needs for non-ferrous metals. Discussion and Conclusions. The proposed provisions and conclusions create prerequisites for further study of the state policy aimed at effective control over consumption of public goods and their distribution among the population under influence of external factors. This experience can be useful in nowadays conditions of constant pressure of the leading economies and their use of non-economic measures for upholding corporate interests.
