Abstract
The problem of how peacetime reductions in "conventional" force strengths on each side of a bipolar balance may be conducted in such a way as not to disturb the stability of the balance, is tackled using a variety of simple mathematical models. Analysis is conducted in general terms but is directed at the current practical problem of the NATO/Warsaw Pact balance in Europe.
