Abstract

This paper discusses in detail the determination of access charges by the UK telecommunications regulators. It draws on a unique 15-year experience to draw practical guidelines for regulators. The details cover a discussion of the processes followed to achieve competition in the sector, including the rebalancing of call charges and the key accounting rulings that generated the information required by regulators to take many of the key decisions in particular with respect to cost allocation.
