Abstract

Abstract: In November of 2013, the plan for establishing a national park system was proposed in the Third Plenary Session of the 18th Central Committee of the CPC, and the reform will be led by the National Development and Reform Commission. In September of 2017, the Integrated Plan for Establishing the National Park System has been released officially by the General Office of the Central Committee and General Office of the State Council. Based on development of the national parks and evolution of the concept around the world, and under the background of the State paying attention to ecological protection, this paper focuses on problems in the cause of protecting natural ecosystems and natural and cultural heritage in China, analyzes the functions of national parks and reasons for establishing a national park system in China, and describes the process of exploring the pilot program for establishing the national park system and the related current results through field investigation. In addition, this paper explains the Integrated Plan for Establishing the National Park System which specifies that the establishment of a national park system should adhere to a long-term goal and direction, and the national park system should be moved forward step by step based on our country’s basic conditions and characteristics of the development stage. Finally, this paper puts forward the challenges we may face in the next phase of reform and the outlook for the development of national parks in the future.
