Abstract

The Citizens Broadband Radio Service (CBRS) spans 3550-3700 MHz. It represents approximately a 16% expansion of licensed spectrum below 4 Ghz. Wireless services based on available wireless spectrum have been a substantial source of technological innovation and economic growth over the past few decades. Based on reasonable assumptions, the estimated market value of CBRS ranges from $7.5 to $15.6 billion. The estimated annual consumer surplus of CBRS ranges from $8 billion to $26 billion. The estimated net present value of consumer surplus ranges from $80 billion to $260 billion.
