Abstract

“Tourism is like fire. It can cook your food or burn your house down.” (Fox, 196: 44)This study of tourism planning is based on field research in several developing nations, but focusses particularly on Pakistan. It seeks to explore the specific advantages and disadvantages of using tourism for national development. It also attempts to isolate key determinants in tourism planning. The experience of Pakistan, a nation whose tourism planning has been repeatedly affected by coups, wars, and shifting religious pressures is examined in detail.
