Abstract

Pain management is inextricably intertwined with legal and regulatory issues. This paper examines current issues and controversies as well as new and pending legislative and regulatory initiatives relating to pain and analgesia. The actions of Dr. Jack Kevorkian in Michigan, the United States Court of Appeals' decisions, and the pending Supreme Court action on physician-assisted suicide are discussed. International issues, including the role of the International Narcotics Control Board, are addressed. Model legislation proposed by both the American Medical Association and the American Society of Law, Medicine, and Ethics are described. New laws passed in Arizona and California to make illicit substances available as drugs are reviewed.
