Abstract

It is inevitable for the urban environment to be impacted by transport activities. But we can take appropriate measures being responded to reduce the environmental impact of urban transportation as much as possible in the urban planning level. Introducing the concept of Low impact development to the low carbon transport planning, beginning from the source of urban development, we should link the urban transport system with the low carbon urban development closely, avoiding to take remedial measures until the impacts of the urban environment have been produced because of a large number of transport activities with high-emission and high energy consumption. The paper discusses the planning strategies of low carbon transport from several aspects of controlling the urban density and the development intensity, mixed land use, the combination of urban form and transport system, and the reasonable scale of neighborhood. Lastly it proposes measures designed, in part, to combat it.
