Abstract

THIS is not an easy subject to handle because it involves speculation as to what might happen in the future and because there is very little precedent to go by. The first question is: Just what is a national emergency? Are we in one now? I should say that we are not. Some would say that we are in an emergency at present, because of high taxes, heavy national debt, unbalanced budgets, the relief problem, the labor problem, and government meddling with business. But I shall not touch on this phase of the question. Although the present European war has not caused a national emergency, it raises many problems, some of which involve market research.
