Abstract
Lushun is traditionally noted for its strategic importance. Qingdao is also the headquarters of the People's Liberation Army Navy (PLAN) submarines, which is parallel to the other three fleets. The naval airports at and Yantai can be used by commercial planes. Jiujiang, Jiangxi Province has a PLAN warehouse for storing civilian goods. There is a naval airport at Luqiao, Zhejiang Province, which is far away from the coast. PLAN modernization began in May 1987, when the PRC embarked on a 13 year development plan calling for the expansion of combat forces and the installation of advanced weapons and communications systems. As modernization is carried out, the technological, managerial, and tactical sophistication of the PLAN rises. In turn, its complexity increases and it tends to rely upon a greater geographic base of support to accomplish its goals. Besides including fighters, attack planes and bombers, air units are also equipped with minelaying and torpedo planes, anti-submarine planes, seaplanes, and other military airplanes.
