Abstract

In November 1974 Pittsburgh voters approved a new charter with a provision for embryo neighborhood governments. A team of researchers, planners and citizens, under the label “Pittsburgh Neighborhood Atlas,” has completed a demonstration project to find a method for boundary determination, a computerized neighborhood information system and improved communication techniques.
