Tory Leader Iain Duncan-Smith backs his ultra-right-wing Health Spokesman Dr Liam Fox in proclaiming Labour as ‘centralising’ the National Health Service. in seeming contradiction, Health Secretary Alan Milburn takes great pride in the extent to which he is ‘devolving’ power to the best hospital trusts.
