Abstract

Chelsea, located northeast of Boston, is a small city, 1.8 square miles in area, with a population of 28,000. Over the past century, Chelsea has seen successive waves of immigrants: Irish, Italians, Eastern Europeans, Puerto Ricans, Central Americans, and Southeast Asians. At one time a city flourishing with activity and known for its outstanding school system, Chelsea is now beset by poverty, racial unrest, and substance abuse problems. Streets are lined with cramped brick tenements and wooden tripledeckers. Factories and oil tanks block access to the harbor. A giant toll bridge looms above the city.
