Abstract
We are now well into the fourteenth month of the Oslo process as defined by the Declaration of Principles (DOP) signed on the White House lawn on 13 September 1993. One of the most salient characteristics of the process so far has been its apparent disregard of deadlines. Thus, although the DOP was signed in September 1993, the implementation agreement, known as the Cairo Agreement or the Gaza-Jericho First agreement, was not signed until 4 May 1994. The DOP process is still otherwise incomplete; early empowerment due last April is still under discussion in Cairo, although the agreement was signed on 24 August. Redeployment and elections in the rest of the West Bank, due last July, have yet to have any credible timetable at all. Furthermore, although the implementation accord was signed last May, the Palestinian National Authority (PNA), with Arafat at its head and the PLO outsiders in place in Gaza/Jericho, did not actually materialize on the ground until this past July. The PNA, slated to be in place in December 1993, has thus scarcely ended its fourth month of governance.
