Abstract
Réformer la fonction publique est, pour les gouvernements, un défi central au résultat incertain. Cet article détaille les tentatives en cours en Israël. Il identifie les éléments nécessaires pour mener à bien de telles réformes : appropriation, constitution d’une coalition favorable, leadership, prise de risques, création d’un programme en phase avec l’environnement existant. En Israël, la combinaison de ces éléments a mis fin à l’opposition entre les forces favorables au changement et celles promouvant le statu quo et de la stagnation.
